Was this a critical update or not?

It doesn't show up in any critical update list.

It doesn't even show up as an available update for my computer which is
running XP Home with SP1 and all critical updates installed.

I get conflicting information. Some claim it had to be installed when it
was issued (sometime in February 2003, I believe) or subsequent updates to
IE6 will be problematic.

Sounds critical to me.

Can I find out if it was already installed? If not, should I install it
now? Can I install it now or is it too late?

and then make a decision. For what it is worth, I have it installed on my
systems.
