This event error states:

Event Type: Error
Event Source: Userenv
Event Category: None
Event ID: 1000
Date: 7/13/2004
Time: 4:46:22 PM
User: NT AUTHORITY\SYSTEM
Computer: AHPDXC01
Description:
Windows cannot unload your registry file. If you have a
roaming profile, your settings are not replicated. Contact
your administrator.

DETAIL - Access is denied. , Build number ((2195)).

KB 269858 states:

CAUSE
Winmgmt.exe does not release a handle to a registry key;
Winlogon.exe cannot unload the user profile and logs the
error in the event log.

RESOLUTION
To resolve this problem, obtain the latest service pack
for Windows 2000.

STATUS
Microsoft has confirmed that this is a problem in the
Microsoft products that are listed at the beginning of
this article. This problem was first corrected in Windows
2000 Service Pack 2.


I already have my server completely up to date with SP4
and all post SP4 updates. Why would I still be getting
this error? How can I fix the problem?

This particular problem has been fixed and re-introduced several times.
There are evidently multiple causes. Microsoft offers the User Profile
Hive Cleanup Service, which fixed the problem for me.
