KB 816866 "Unexpectedly Terminated the Connection" error for SMTP mail

I am supporting a naive user who has Win2000 SP4
installed. She is consistently getting this message
whenever she tries to use Outlook Express to download her
mail. Her dial-up connection is working fine, and
browsing is working fine; only this on-line application
is failing. I don't understand this, as the bug was
supposedly fixed in SP4. I deduce from reading KB 816866
that there are a set of Hotfix files to download that are
supposed to fix the problem, but where can they be found?
And will they really fix the problem, since she already
has SP4?

Your client may have to install the SP4 again.
