JVIEW Class not registered Error

From a fresh Slipstreamed SP3 w/most relavant hotfixes
unattended install with either the default IE 5.0 or after
including IE 6.0sp1 in the cmdlines.txt file I get the
below error msg when I run jview from the command line. I
also have tried completely uninstalling and reinstalling
IE versions on separate Windows installs and also have
tried "Installing" nt5java.inf from .\WINNT\Inf

ERROR: Could not locate Java Virtual Machine : Class not
registered

I seem to not have the MS JVM installed. But I can't seem
to get it to install either. What's the problem here?
