Justification leaves huge gaps at the end of paragraph

I have a document that I have justification on. On most of
the paragraphs that don't go to the end of the margin the
justfication works fine. However, on a couple of
paragraphs if the paragraph ends with only four or five
words the justification spaces the words right to the end
of the margin. If I take justification off for that line
the whole paragraph becomes left aligned.

Is there a way to fix this. I know it shouldn't do this as
most of the document is fine.

Make sure you have a return at the end of each
paragraph. Use Ctrl+Shift+* to view nonprinting
characters.
