How do I stop big gaps on last line when justification is on

When I type a paragraph with justification on if the last line only has say 3
words on there are big gaps between each word the last word ending at the
right margin and the first word starting at the left margin. I have tried to
aline this line only to the left but it takes justify off the whole paragraph.

This should not be happening unless (a) you're ending the line with a line
break instead of a paragraph break or (b) you've used the Distribute Text
command (Ctrl+Shift+J) instead of Justify (Ctrl+J).
