Junk mail filter (Outlook 2003)

When my filter catches a sender I wish to see, I select "create rule"
directing future mail to my Inbox. In more than one case, I have created that
rule for a sender up to 18 times, yet the junk filter continues to grab
subsequent mail from that sender. Is there any way to fix the "rule"?

Rules run AFTER the Junk E-mail filter so they cannot affect whether or not a
message is classified as Junk E-mail. Instead, add the sender or the sender's
domain to your Safe Sender list.
