Junk mail filter not working

I just set my junk mail filter to "safe lists only" after
carefully loading a safe senders list (about 250 email
addresses). I also have it check my contacts as safe
(about 650 email addresses). Lots of junk mail is still
coming to my box. What's wrong? Is there a limit to the
number of safe senders?

Is this Outlook 2003? Is the mail remaining in your in-box or is it moved
to the Junk Mail folder?

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After searching google.groups.com and finding no answer, Sammy asked:

It's Outlook 2003 and the mail stays in my inbox.
