With the company that hosts my E-mail( The Message center) they use Google app PostInin and you are allowed to black list or block a sender. If you do not have this ability you can block a sender with in Outlook.

Tools > Options > Junk E-mail > Block Senders.

If the sender is the same, block the sender. If the sender is different,
create a rule that deletes all messages except when the subject (or body, if
you prefer) contains "a", "e", "i", "o", "u", or "y".
