Junk Email questions

We are trying to set up our Junk Email options in 2003. When we click on
Options and then the Junk Email button, we receive this pop-up message:
The Junk E-mail Filter is not available for your Microsoft Exchange Server
e-mail account because you are working online. To enable the Junk E-mail
Filter for this account, switch to Cached Exchange Mode.

What does this mean exactly? I am assuming the Junk Email options are not
working at all because when we mark to permanently delete all emails in Junk
Email, it does not. Also, I added an email to blocked senders and it didn't
move it from my Inbox to Junk Email.
Another question is should we be using the Cached Exchange Mode? Would help
our problems with Junk Email and why would we want to use it or not turn it
on?

Yes, you should be using Cached Exchange mode if each user works at the same machine each day. If not, you shouldn't use it and thus will not be able to use Outlook's junk mail filter. Instead, you should be using a server-based junk filter.

Adding an address to blocked senders has no effect on messages already received.
