Jumpered- Meaning?

I need to put in an administrator account. Directions
call for "jumpering pins 2 and 3. Then turing on
computer making the changes in security admin. Turning
off computer and jumpering pins 1 and 2 then restarting
computer. What exactly entails Jumpering, moving the
pins or just pulling them out and putting them back in?

It sounds like you are trying to set up a BIOS Administrator password
which has nothing to do with Windows XP Administrator.
You have to check your motherboard/computer manual or contact the
manufacturer for details as they are done differently.

If you are attempting to set up another Windows XP Administrator, go
to User Accounts in the Control Panel.
Select the option to create a new account and follow the prompts.
 
I don't think you should attempt to do this on your own since you don't seem
to know anything about hardware. You should ask someone with a clue to help
you.
