used to be able to re-name JPGs in my photos. Now when I do it I get a message
come up that says"if you change a file name extension the file name the file
name may become unusable" . When I re-name it the jpg becomes a file and am
unable to open the file.

In Windows Explorer, click folder options on the toolbar, view tab, tick "hide
extensions for known file types." Now when you rename a file you will not get the
warning message.

Before you do that however with the .jpg you did rename, change it to
whateveryounamedit.jpg.
