JPEG compression program recommendation

I am looking for a freeware program that will:
a. Compress a JPEG file (single or batch)
b. save them to a new folder
c. option to create a photo album for internet upload

Cancel that. Free version has been removed. - I'll post the old freeware
version in alt.binaries.freeware.

A JPEG file is already compressed. Trying to compress a compressed file
may actually expand it slightly.
