It appears that forwarding email does not make a journal entry. Is there any
way to manually or automatically create a journal entry when one responds to
an incoming email when forwarded?

What version of Outlook?

What journalling options do you have active?

Is the person who you are forwarding the message from in your contacts?

Not only does it appear that they must be in your Contacts folder but
they must also be selected in the journaling options in Outlook.
