I got an e-mail, from a stranger, stating
that "jdbgmgr.exe" is a virus and to erase it. Is this
true or is someone trying to set up my computer for
fraudulent purposes

It's a hoax that has been making the rounds for years.

This is a hoax. Google Is Your Friend(tm) next time - put in a search
term like "jdbgmgr" and press Return. Also, a good source of
information about viruses and hoaxes, etc. is www.sarc.com.
