I've moved, run MS Outlook 2000 on stand alone laptop-no networking. How do
I change my profile to reflect among other things my new telephone number?
The new area code is the basis for whether my contacts are long distance
callees or not?

Change the area code in Control Panel | Phone and Modem Options.

Thanks for answer, but unfortunately that's not it. When I change my area
code to the new one I live in and I add contacts in the same area code,
Outlook adds a "1" before the new number's area code. This may have you
wonder-who uses dial-up access these days? But when I transfer my contacts
to my Blackberry all the local numbers are undialable with the extra "1" long
distance code in front, without manually intervening!

You're asking a different question now. You are asking how to keep Outlook
from automatically adding the country code. That setting is in Outlook's
dialing options: Contacts > Action > Call Contact > New Call... > Dialing
Options...
