items minimized to taskbar cannot be reopened

I cannot click on the toolbar icon for a window that is open and toggle
between them anymore without having to open the windows manager and switch to
this way. I can still use the START button and the icons that are in the same
section as the clock, just not the quick launch or any of the task bar
windows.
