Issues with Windows 2000 SP2

I have a user with an unusual issue. he will be working
on his laptop for a while, it will slow way down and
anything he does or types or clicks will take a minimum of
45 seconds to take effect.

When he tries to reboot when this happens, he get a
message saying:

"You do not have permission to shut this computer down"

I have searched Technet and the online KB about this and
have found nothing.

maybe he has some sort of virus, spyware or adware on the Laptop.
I would also update Windows 2000 to SP4 and other updates as well, unless
there's a reason not to?
