Issues with the welcome screen in win XP

My issue is with the welcome screen. I have ticked the
box for the welcome screen to appear on logon situated
in "user accounts" "select logon and logoff options"
window. And I know that the welcome screen supposed to
show on logon when ticked even though guest account is
turned off (NOTE: my screen seems to work only if this is
selected) but it does not. I have also notice that on my
friends XP, with screen saver tab selected in display
properties window, next to the wait x minutes with check
box then says "On resume, welcom screen" and where mine
says "On resume, password protect" ???
I also wana mention that I have ticked the box for
selective startup in the configuration utility and
disabled all the startup programs. Just wondering if that
has anything to do with it but I do not think so because
others I know have it set up the same way and still see
the welcome screen.
Can you please help me with this one I have broken my
head off the keyboard too many times tring to figure this
one out.

If you are receiving Gina.dll error messages:

Restore the Windows XP Welcome Screen (Gina.dll)

2. You seem to speaking of having the Password Prompt Open for User:

This will only happen if you have no other users listed on the Welcome
Screen, including the System Admin account and the Guest account. The Guest
account must be disabled.

You can use TweakUI for XP to uncheck accounts on the Welcome Screen under
Logon that may not be visible to you. http://tinyurl.com/h8zs

3. Restore On Resume - Display Welcome Screen -Line 161 (right hand side)
