Issues With Old User Accounts

I had an issue with my hard drive and re-installed
windows, when I did it locked up my old user accounts
(documents and settings -->files) it says access is
denied. This account had a password - the ones that
didn't are accessible. Is there any way to get to the
contents in the file???
 
I have tried to take ownership - but the directions do
not correlate to my selection options...

There is no security selection for me to take.
