ISP connection on every start up

Every time I turn on my computer it tries to auto connect
to my ISP. I have an external modem so I leave it off and
cancel the connection. Is there a way to fix this so it
won't connect until I want it to?
 
Some program or process is trying to access the Internet thus triggering the
dialup. Check all startup programs both in the Menu and registry for any
"Check for Updates" box. Check which services you're running that might want
to get to the Internet.

There must be some application that is trying to access the Internet.
You might want to check what programs are in your Startup folder.
To stop the computer from dialing, though, do the following:
Go into Control Panel, select "Internet Options".
Select the Connections tab and select "Never dial a Connection"
Click OK.
This will require that you put a shortcut to your dial-up connection,
if that is what you are using, on your desktop.
