ISP broken when E-Mail with attachments is sent

I am using Outlook 2002, I recently have had problems
sending E-Mails with attachments. It began with
attachments larger than 100K, a week later I can't sent
one with a 5KB attachment. I have contacted Verizon(my DSL
provider and they tell me it is my software. I have Juno
and I can sent the same attachments tirectly thru Juno
without going thru Outlook. Can anyone help me?
 
Do you get any error messages when you try to send attachments? If so, what
are they?
