Is there some way to nuke USB autoplay?

In many years of using Windows XP, I have never been able to get the radio
button choices in the device Properties to persist. Is there some way to
nuke autoplay in Windows XP for all USB devices?

While you can find articles that tell you how to edit the registry,
easier is to get Microsoft's TweakUI powertoy for Windows XP and use it
to disable Auto-Play.
