Is there any GUI tool to manage shares?

Yes there is. You can right click My Computer and Select Manage. Second
option under System Tools is Shared Folder. Expend it and select Shares...

You can also use Start -> Run -> mmc -> File -> Add/Remove Snap-In -> Add ->
Shared Folders click Add ...
 
I can't get to any of the management options that
help tells me about. Is there some kind of switch that
turns them on?

What OS are you running? (E.g. XP Home doesn't have the snap-in Mike

Yes, I am the administrator and I'm running XP Pro.
I already was in computer management, in fact I've used
it quite a bit. But, when right-click a share, I only
get a menu that offers me refresh and help; and when I go
into help I find that I'm supposed to get offered more.

about the only "more" that you should see
in that context is "Stop sharing"
 
If you're looking to set Permissions on the shares, then choose the
"Properties" option from the context-sensitive menu and then click the
permissions tab.

If this doesn't help, please tell me what options you expect to find there
(as per help) but are in fact missing.
