Is there an Internet Connection Sharing utility that doesn't use the
192.168.0.x range?

Can ICS be configured to use a different range?

I want to share my modem but not use that range.

No, you can't change the ICS subnet that I know of. ICS really stinks. And I
don't know of any third party stuff although I'm sure there's plenty. I
would suggest you instead just get a little consumer gateway/router. They're
cheap enough these days and work much better.

I need it to use with VMs on a laptop, for mobile broadband, or
wireless connections

long time ago could do this but doesn't seem to be available.

A decent shareware ip router is nat32
http://www.nat32.com

Not sure what that has to do with it - I use VMWare and have never needed
anything like that for wired or wireless connectivity.
