is there a way to put the sticy note into 'always on top' mode?

Im using the 'notes feature of MS Outlook 2003, and I need open notes to not
minimize whan switching programs. How can I do this?
 
Use a third party program that was designed to do that - Outlook's notes feature is poorly understood and not meant to be a replacement for post-it type notes.
