Set Outlook note always on top?

I want to use Outlook notes to hold information for other applications. Is
there a way to set it to be always on top so I can flip between applications
and still be able to see the information on the note? More like the sticky
note they are supposed to be, only within the confines of my PC rather than
posted around the frame of my monitor.

No, but you can do that with OneNote - sort of. A single window of it
anyhow.
