Is there a way to install only AD Users and Computers tool withoutall the other managment tools

I want to delegate an OU to an employee to allow him to update a couple
of properties on user accounts. I've created a custom task pad, that
limits his view of Active Directory.

But the Custom Console won't load unless he has the administrative tools
installed. I don't want to load all the management tools from
Adminpak.msi but there is no option to pick and choose which tools get
installed. Can I just copy the relevant files from my workstation? Which
files would those be? I'm guessing dsa.msc, but that alone doesn't work.
