Is there a way to change the C: drive during Setup?

I'm installing XP on a new HD in a workstation that has data we want to save
from the existing C: and D: drives. I had hoped to install XP on the new
drive, and then once up and running copy over the files from the previous
drives and then reformat them for use as backup storage. However, when I
enter set up and come to the point of listed partitions, the original C: and
D: are still showing up as C: and D:, and the new HD is listed as F:. I
don't want to run the risk of having a non-C: drive for Program Files, etc.,
and I don't want to destroy the partitions that are currently occupied by
the original C: and D: drives.

Is there any way to force this change? Or alternatively, after I've brought
up XP, will I be able to change the Windows drive F: to be C:?

Ok I see that it is not possible to change the drive letter of the system
volume after installation, so my F: drive is stuck as F:, which means that I
need to find a way to change this at install time.

Any ideas? Thanks in advance.

Physically remove the original 2 hard drives.
Hook up only the new hard drive as Primary Master.
Install XP on the new drive.
Once the new clean install is done, reconnect the
original 2 hard drives as slaves and copy data over
to the new hard drive and then format the 2 original
hard drives which can be done from Disk Management.
(START > RUN > diskmgmt.msc)
