is there a solution to this Outlook Express problem?

after installing a new printer on my daughter's windows98
machine, we have been unable to connect to her email
account through OE. the 2 error messages we get are:
1) Outlook Express could not be started because
MSOERES.DLL could not be found.
Outlook Express may not be installed properly.
2) Outlook Express could not be started because MSOE.DLL
could not be found.
Outlook Express may not be installed properly.

we have re-installed IE 6.0 numerous times since Microsoft
says that is the only way to re-install OE.
the files mentioned in the error messages are present in
the Outlook Express subdirectory within the Program Files
directory.

we are able to access her email account directly through
the ISP provider, but are unable to retrieve older saved
messages now resident in OE. we'd appreciate any reprieve
from the hair pulling and head banging we have thus far
subjected ourselves to.
