Is there a limit to how many rules can be created

I am attempting to create rules to redirect email to a number of separate
folders, but it seems that after awhile I start getting an error stating
there is no more room on the Exchange server for new rules.

Is there a limit to how many can be created?

Yes, there's a limit of 32kb space for rules, and you've apparently reached it.
