Is there a hidden firewall in XP Professional?

I try to send files over the net. And connection fails. Says cant accept incomming tcp ip connections. I dont know wether its my dsl or XP. I called up my dsl provider but they didnt know what to do, my modem has no firewall. Plz Help

Right-click on your connectoid and check under Advanced if the ICF
(Internet Connection Firewall) is enabled.
