Is there a faster way to access an Outlook email template?

When I want to send an Outlook email template, I have to click "Tools", then
click "Forms/Choose Form", then click "Look In" drop down menu and then click
"User Templates In File System". I recently added the "Choose Form" button to
my toolbar, which eliminates 1 click. But I still have to click the "Look In"
drop down menu and then click "User Templates In File System". Any ideas?

Publish it to your personal forms library.

Thanks Milly. How do you do that? And the "personal forms library" is in the
same drop down menu as "user templates in file system". That being the case,
I'm not seeing how that would speed things up for me.
