Outlook 2003 Template not found

Hello

I have created a outlook template and save in
c:\.....microsoft\templates\outlook.oft

When I choose the template through outlook/tools/choose form/, select
¡§User Templates in File System¡¨ and click Open,
An errors pop up. "file not found or used by another programs" something
like that.

what am I doing wrong here?

There is the exact message it tells me.

"Can't open file: c:\.....microsoft\templates\outlook.oft . this file may
not exist, you may not have permission to open it, or it may be open in
another program, Right-click the folder that contains the file, and then
click properites to check your permissions for the folder."
