Is my CPU too slow? High CPU Usage

I have a P4 Celeron 1.8 GHZ w/ over 700 mb of ram running XP Pro
Service Pack2. I noticed sluggishness when I started using the new
Yahoo Beta. My CPU usage was around 100% when scrolling in Yahoo Beta.

Next, I noticed heavy static and cutting out using Skype or other VOIP
type software. I clicked on task manager and usage was 100% during the
periods of static and quality issues. I am running high speed internet
at around 4800 kbps, so know my internet is not to blame. I don't
usually use Skype with any other apps running. I even disable my
anti-virus. My VOIP is so bad that I stopped because of all the
problems.

My system idle process can vary from 68-75%, with CPU usage of around
27%. I have checked for spyware and other malware/viruses I am clean.

I ran virus scans and spyware scans, nothing abnormal was found.

Just wondering if my CPU is too slow? Or something else is going on?

That could be due to overall network sluggishness. VoIP is not
particularly difficult for processors to handle.

If your CPU is less than 100% busy, it's fast enough.

When? With hands off of the input devices and no programs running?

If you're concerned about CPU usage in Windows XP, use Task Manager
to arrange Processes by CPU usage. You can see individual process
CPU usage right there. Task Manager shows individual process memory
usage also.

If you want to continuously shed light on the situation, run
Performance monitor from Administrative Tools. Unfortunately, its
screen usage cannot be minimized like System Monitor that came with
prior consumer versions of Windows, but I guess that's something a
secondary monitor is for. Currently I track CPU usage, physical RAM
usage, bytes sent and bytes received. Feel free to ask if you need
any help setting up those indicators. System/Performance monitor has
always been useful to me especially for troubleshooting
sluggishness.

Here is a snapshot of my settings, it's pretty good right now. However,
I tried making a call earlier and it was very bad, the other party
couldn't here me so I said screw it. I do NOT have this issue with my
2.8 GHZ laptop.

As far as network sluggishness goes, I dunno. I have highspeed cable and
the processing power did jump to 100% while using VOIP software...it was
like I was doing video editing/rendering.

I don't understand why TASKMGR.EXE is using 9% CPU, it uses 0% here.
Do you monitor stuff with TASKMGR while using VOIP?

In my setup SERVICES.exe does not have a corrupted name such as SERVIC~

Are you maybe running Sygate Personal Firewall ? If not you maybe infected and this can cause 100% usage of processor.

Close, I am running Shaw Secure which is from my ISP a firewall and
anti-virus package.

With all due respect, I suggest you re-read my post where write what the
"strangely named system process" is: It is from ISP and it's completely
legit. I also have it disabled when running the internet phone.

BTW, I connected an older 800 mhz computer out of curiousity and I am
not having any issues with the internet phone software. Again, running
extensive spyware programs like Adaware, Spybot, Panda, shows no issues.
But, I do not have the FSecure package installed on the older system.

It's not from your ISP, otherwise we wouldn't have that system file.
But if you're satisfied, I'm satisfied.
