Is it safe to delete ".tmp" files?

After running defrag I have a 2.43GB file under "C:\\Documents and Settings\Princess\Local Settings\Temp\hpg28.tmp" as well as another 2.25GB file under "C:\\Documents and Settings\Princess\Local Settings\Temp\hpg1E1.tmp" Is it safe to delete these? What are they used for? I'd appreciate any help I can get. Thanks.

Ok, I've ran a search on my computer only to find I have close to 4,000 files ending in ".tmp" Is it safe to assume I can delete all of them?

It is usually OK to delete these .TMP files. I have a
program (system mechanic) that does this periodically for
me. I haven't had a problem. First, delete them to the
recycle bin. If you don't have a problem after a week or
so, go ahead and delete them. If you do, you can always
bring them back.
