Not that I'm aware of. I have noticed that on some web pages when clicking on
a contact tel.no. the option to call using Skype is given. I thought it would
have been neat to have this option available when wanting to call someone in
my Outlook Address book.
Outlook has always used the Windows dialer for its calls so if Skype integrates with the Windows dialing options, you should be able to use it. Ask Skype if this specific scenario is supported.

Yes. There's an add in for Outlook that works with Skype. It was called
"Skype for Outlook"
This isn't what I was referring to but will give some Skype integration in
