Is it possible to update the emulator?

I have read in Internet that a new Windows Mobile was released. Is it
possible to find an emulator for it?
I have found an Windows CE .NET 4.2 emulator on MS site and now I'm
downloading it but there should be a developer edition (Windows CE .NET 4.2
emulation edition), when I click the link I get a message that the download
is not available.

Windows Mobile is the new brand which encompasses Pocket PC 2003 and
Smartphone 2003 devices. The SDKs for each contain an emulator:-
