Help Needed Debugging on CE Emulator

I'm pulling my hair out trying to get debugging to work on an
emulator, I'm hoping someone out there can help me.

I am not able to debug on the CE.NET Emulator, when I begin debugging,
the emulator will launch, and files are copied to it, but when it
attempts to start the program I get the error "Unable to start
debugging. Unable to start program ##.exe...". I should mention
debugging on the actual device works fine.

I've read many threads here about similar problems, and have tried
most of them including:

WinCEConfig
Windows CE .NET Utilities v1.1 for Visual Studio .NET 2003.EXE

I tried CE.NET Emulator 4.1 and 4.2, neither work. I appreciate any
help I can get.

I'm using the following:

XP Pro
VS.NET 2003 v7.1.3088
Framework v1.1.4322
ActiveSync 3.7
CE.NET Emulator 4.1 (& 4.2)
Windows CE SDK
