Irritating sound issues...

Okay, I'm having some issues with my computer. I'm going to speak in layman's
terms and I would be much obliged if any replies were kept relatively
understandable for a dummy like me :). Anyway, I have a Toshiba laptop with
Windows XP home edition and Realtek AC97 Audio card. My Windows Media
Player's sound works just fine, but whenever there's a pop-up or when I
log-in/off of my computer it makes the strangest noise. It's like, and bear
with me please, "Krchhhhhhhhsssssss" and echo-y. Whenever I play a video from
youtube or some other site, it makes the same noise in place of any audio
that goes along with the video. Please Help!!
