irritating pop-ups

Almost every time I turn computer on a message comes up :
it says : This system has recovered from a serious error.
To roprt error you must connect to Internet. -- I
connect , hit send, then close. Then it comes up again
and again and again making computer non usable. The
problem has been going on but is getting worse. Is this a
Microsoft problem ? It always says it is being reported
so it can be corrected by Microsoft bu nothing happens
