IRQ settings for USB controller

Is there a safe way of changing my IRQ settings in WIN 2K?
Specifically for the USB controller so that it no longer
shares an IRQ with the AGP Graphics card. They both use
11. I've noticed that 12 and 2 are not being used
according to sysinfo.
I use: Aopen AK77PRO(a)mobo (VIA KT266A) AWARD BIOS
ver6.00,ATHLON XP 1700+, Geforce FX 5200

Windows will set the IRQ's as necessary by design. You may be able to
"force" the video card to have it's own in your BIOS depending on your
motherboard. If you "want" to pick your own IRQ's you are going to have
to load the standard HAL and that means that Windows will no longer have
control of the setting or power control. UNLESS there IS a
problem,(crappy drivers, conflicts, lockups) leave it alone.
