IPSEC Wont start - error7023

Troubleshooting an XP SP2 IBM laptop on our AD domain - IPSEC service will
not start. When try to manually start it gives Event error 7023 "The
attempted operation is not supported for the type of object referenced".
Some posts regarding similar subjects include an answer that IPSec is
probably not needed, but we do need it on our domain. Have enabled IPsec
diagnostic logging and oakley logs, but do not see anything new in the event
logs and in the Oakley log it says "Obtain WSARecvMsg pointer failed 10045",
but not sure if that is related to my problem.

Sorry - I should have mentioned that I tried that, but the service won't
start or restart.
