IP Issues

I am having problems with my cable modem obtaining an IP address. It
worked fine up until about a month ago. My provider (COX HSI) issues
an IP that is good for 24 hours and then it renews itself. To make a
long story short, I have lost that ability and have been forced to
assign a static IP, which works, but I would like to figure out how to
get it to automatically obtain an IP. Normally I would leave obtain
IP automatically checked.

I have a dual boot system:XP and 98. 98 works fine and I can release
and renew the IP with no problems. This is where I got the info for a
static IP in XP. Just a cable modem (SB5100) attached to one computer
directly. Here is what I have done so far:

I have disabled all Firewall and Anti-Virus software (Both Norton)
..
I have removed and reinstalled the NIC with the latest drivers. The
one I am using is onboard the motherboard and I have tried another NIC
with no luck in XP.

I have tried the suggestion of removing the Winsock and Winsock2 in
the registry, rebooting, reinstalling the TCP/IP protocol workaround
posted on this board.

I have deleted the connection completely and created a new one.

I have tried repairing the connection and I get the following message:

The following steps of the repair operation failed:
Renewing the IP address
Purging and reloading the remote cache name table of netBT
Sending Name Release packets to WINS and then starting
refresh
Refreshing all DHCP leases and registering DNS names

The following is my IPConfig screen:

I have tried to renew and release the IP from a command prompt.

The only thing that I noticed was that under services, DHCP Client is
not running because it needs the following dependencies. I get the
following message when I try and start it:

Could not start the DHCPclient service on local computer.
Error 1068: The dependency service or group failed to start.

I get this message when I go to properties for DHCP client:

This service depends on the following services
AFD Networking Supporting Environment
NetBIOS over TCPIP
TCP/IP Protocol driver

If this is an issue??? Can someone point me to the right site or tell
me how to get these working?

The only components I have on my ethernet adapter are:
Client for Microsoft Networks
File and Print Sharing for MS Networks
QOS Packet Scheduler
Internet Protocol (TCP/IP)

Any help would be greatly appreciated, I REALLY don't want to start
with a clean install, but if need be I will.

Similar situation in my case cable through Ericsson Pipe
line modem, the three flickering lights tell me it is ok.
I've the same renew period. The only items in my local
area connection are tcp and the ethernet adapter that
defaults in Windows ME Realtek 8139, which the computer
came with. They both run ok off C: and D:. On install of
XP it wants to say I am in a network which I override by
choosing direct connect, removing all but TCP. I see Msn
client and printer sharing after install and I throw them
away again. A difference is Norton which I will not use.
You might try updating adapter to something that looks
similar in Device Manager. Then go back to previous.
