This mush have been discussed here thousand times. I guess many of us came up with some solutions to that (some in C++, some in
scripts, some directly in registry (hardest), etc.). You can have a good start with netsh.exe tool.

Also, there is Heidi's component on www.xpefiles.com that will help you to accomplish that in a scriptable way:
