well, one thing is you can search for it using a search engine or you can go to the command prompt (start-programs-accessories-command prompt) and use the ping command, however this will noly allow you to see if there is a dns name (ie. website) associated with the ip address. Unfortunatly i dont know of any way to find out who it belongs too.
