"invite" the public calendar to a meeting

Is it possible to "invite" the public calendar to a meeting, so we do not
have to input meetings twice (ie: on our own personal calendar and on the
public calendar)

But how?

When I create a meeting the public folder does not appears in the "To" field

Ask your email administrator if that folder is mail-enabled and, if so, if it can be shown in the GAL.
