Invalid shortcut within Help and support

For unknown reason (maybe, after installation of HH workshop 1.4? but remove
it does not help), all the shortcut icons pointing to a related function
panel and all the links to "related topics" within Help and Support do not
work any more. Clicking on any shortcut or "related topics" does not point
to the function or the section it links to. Instead, it produces a note icon
after the existing note icon if there are note icons on that page. For
every click, one extra icon is added, it can fill the whole line, or the
whole page, I guess. The added icons are not saved, they disappear on next
open of the page. No error message appears. All those content lines and
expandable items after the "plus" icon still work.
What is wrong?

To reinstall, C:\Windows\inf\pchealth.inf. Right click and
choose install.

This is a hidden Folder. Go to control Panel/ Folders.
View: Show hidden files and folders and uncheck
Hide extensions

If it still won't work go to Start/Run and type in:
helpctr - regserver
