Invalid certificates

In Internet Explorer, Trusted Root Certificates, No Liability Accepted,
VeriSign Inc. time stamping, expired 2004-01-07. I delete all certificates
that are invalid as this one is, but it keeps coming back. I have edited the
thing so that it has no function and wonder if anyone can shed some light on
this. For Microsoft to update computers with invalid certificates including
a few in its own name seems to be illegal to me.
