Certificate not updated

I've problems (windows logo test not passed) in reinstalling Internet
Explorer.
By following http://support.microsoft.com/default.aspx?scid=kb;en-us;822798
I've found that NO LIABILITY ACCEPTED is NOT OK (valid until 08/01/2004).
I tryied to find this certificate in other computer but also those have NOT
updated certificate.
Where I can find in internet this certificate?
